In addition to more than 20 years of public policy and legislative affairs work in the health arena in San Francisco, Sacramento and Washington, D.C., Mark Cloutier has extensive training and experience as a bioethicist.  He has consulted with a wide array of health care organizations in the public and private sectors to address ethical issues in service delivery systems, pricing structures, benefits coverage and application of medical technology.
